Paul taps Chesley, Simmons for key NH roles in RANDPAC

Kentucky Sen. Rand Paul has tapped two veteran political operatives for key roles on the New Hampshire team of his political action committee, RANDPAC.

As Paul gears up for what is likely to be a presidential candidacy announcement on April 7, he has hired former state Republican National “Victory” program director David Chesley as the New Hampshire Political Director for RANDPAC, and Manchester City Republican Committee state Rep. Tammy Simmons as Operations Director. Both will work with Mike Biundo, Chief Strategist for New England and National Senior Advisor for RANDPAC.

The New Hampshire Journal first reported on Tuesday night that Chesley is in line to head the New Hampshire campaign. If Paul becomes a candidate, Biundo will remain based in New Hampshire and will have responsibilities that include oversight of the New Hampshire operation as part of his broader regional and national roles.

“I have known David and Tammy for over a decade now,” Biundo said. “They are both respected operatives with keen understandings on how to build a statewide team. They will be great additions and I am excited to be working with them.”

David Chesley

Chesley is leaving the NHGOP, where not only served as RNC “Victory” Director but also as state director and senior advisor. As the New Hampshire Journal has reported, NHGOP chair Jennifer Horn has credited Chesley with rebuilding the party political, field and data operations while beginning a data driven voter contact and get out the vote program.

Chesley was a senior advisor on former U.S. Rep. Charlie Bass’s 2012 campaign and was previously a staffer in Bass’s congressional office. He  also managed current Horn’s 2008 and 2010 congressional campaigns. Chesley’s political career dates back to 2002, when he was Deputy Coalitions Director for Elizabeth Dole’s 2002 U.S. Senate Campaign and as an office manager in her Senate office.

In a statement released by RANDPAC, Chesley said, “Senator Paul is a leading voice for liberty and the Constitution and I am honored to be on his team. Rand’s unique ability to expand our party’s base and connect with Americans of all backgrounds, while still fighting for conservative principles, is unparalleled – and that is exactly what our country and party needs right now. I look forward to joining Senator Paul’s many efforts, both in New England and around the country.”

Tammy Simmons

Simmons is currently in her second term in the New Hampshire House and, according to RANDPAC, is rated the number 3 “Liberty Legislator” by the New Hampshire Liberty Alliance. She was active in both the 2012 and 2008 presidential campaign of Paul’s father, former U.S. Rep. Ron Paul and has had roles in many U.S. Senate, gubernatorial, legislative, and municipal campaigns. She is a former executive director of the former New Hampshire Advantage Coalition and was a leader in an effort to pass a tax cap in Manchester.

“I’m excited to join Senator Paul’s team in New Hampshire,” Simmons said. “I have been a long-time supporter of Senator Paul and his family. Rand is a man of principle and integrity and I am truly honored to work for him. I look forward to joining him in the fight for a more fiscally responsible and constitutionally sound government,” Simmons said.

Doug Stafford, executive director of RANDPAC, said the two Granite Staters’ “knowledge and experience will be invaluable to Senator Paul.”
